the eyes have it? patricia evangelista votes!

I have personally taken to ignoring Patricia Evangelista. now that she has gone up the ladder of media empire ABS-CBN as creator and producer of Storyline (which does romanticize tragedy in its writing, camerawork, conceptualization), there seems to be no stopping this girl. yes, even when half the time what she does in her Philippine Daily Inquirer opinion column is rehash what it is that has come out in her TV show. signs of these media times? there’s is no explanation for cheap thrills. or notions of credibility.

but it is precisely because she is in these positions of “credibility” that sometimesit is just difficult to ignore Patricia, lest she be under the illusion that she’s getting away with saying things that limn over the bigger issues of the day, as she passes her opinions off as political and correct and valid. at the very least, she passes them off as well-informed and well thought out, when really, they are far from it.

in her last column “Chiz Escudero 2010” Patricia spent most of her space rehashing what Chiz Escudero said at his press con announcing his defection from NPC, then she summarized it by saying that all Chiz did was to say that “a man running for president must not belong to a party, because to belong to a party is to give up independence of action”.

that this conclusion glosses over the other things that Chiz did say at the press con in relation to being freed from party politics is just so un-journalistic, and goodness, just downright uncritical.  this is a grave simplification of what it is that went on in that press con, an unacceptable display of an inability to see beyond one’s own biases – one that is for Noynoy Aquino (which we will get to in a bit).

so in the process of dissing Chiz, Patricia reveals that she can’t even respond to the more important things that he had raised: a brave stance versus contractualization and the oil deregulation law, versus the oligarchy’s ways of demeaning the jobs of those in the lower rungs of government service, versus the pork barrel, versus corrupt government officials. this is more than any of the presidentiables have dared say about their platform, about what it is that ails current politics, about what is all wrong here. an intelligent and critical reading of what went on at that press con would’ve meant looking not just at what Chiz announced, but at what else he did say.

and then Patricia reveals her simplistic analysis of Chiz’s defection: that since Chiz said that he has never been dictated upon by the NPC, this defection is meaningless. really now. to say that he has never been dictated by his party, doesn’t mean that there has never been any pressure to go with the party’s political flow and flaws. that Chiz has remained as part of the opposition despite NPC politics is a good thing, not a bad thing. that he now decided that he wants out, out of Danding country, out of party politics, is a good thing.

that in the process Chiz reveals the evils that exist in, the limitations of being part of, a party like the NPC is a fantastic thing.

was this all about him? absolutely. is it possibly about us too, as an electorate intelligently looking for options and wanting change? absolutely.

does Patricia know this? obviously not. in the end, she only revealed herself to be part of the youth who are closet-conservatives, unable to see the value of revolt, the importance of an ability to rebel, to break through the boxes that define who we are. these members of the middle to upper class youth are the scariest kind because they imagine themselves as intelligent voters, they imagine themselves critical, and the future of the nation. and yet when they are faced with the choice between revolt and compromise, change and the status quo, they will weigh things according to their own personal stakes: will i be able to keep my job, will i be able to keep my friends, will i be able to keep my reputation? and in the end they will choose the happy comforts of their old lives, stay where they are, blindly criticize those who shout based on the mere fact that they are shouting.

Mostly, I write this because, very frankly, I cannot trust a man whose mouth says one thing, and his eyes another.

now frankly, I wonder what it is that’s in Chiz’s eyes. or in Noynoy’s for that matter – he who is obviously Patricia’s candidate because, as she says, Chiz’s decision to defect is sold as

another touchstone of national change on the heels of Noynoy Aquino’s rise as the nation’s moral, if less articulate choice.

in the guise of being objective, i.e., acknowledging how Chiz’s defection is being seen, Patricia only reveals her own biases: that Noynoy is only a “less articulate” choice, and nothing else.

I wonder if she realizes that in the process of assessing Noynoy as such she has put her foot in her mouth, proving to us all that she has yet to even assess Noynoy as her candidate, over and above what he says.

oh, but wait, maybe that is the point: Noynoy has yet to have anything to say. At the rate the Aquino campaign is going, we’re hearing more of Kris. or is Patricia happy enough listening to her? and pray tell, what do Kris’ eyes tell her? and while she’s at it, since when were people’s eyes the reason for endorsing a candidate? this is not naiveté. this is carelessness. and irresponsibility.

go for it young media practitioner. there’s nowhere to go but up.

let’s talk about those dams!

from stuartsantiago, after a lot of research, and yes, a lot of common sense. i understand the need to focus on relief, but please, let us be clear about who’s at fault here other than nature, other than the lack of urban planning, other than squatters (na tanging salarin, sabi ni Bayani Fernando).

there were those dams, and there was someone responsible for releasing water from all two (or three!) at a time when yes, the rains were enough to flood metro manila to begin with.

tail end of a live presscon of gma and gibo and the national disaster coordinating council (ndcc) trying their darndest to appear like they have been and continue to be on top of the situation, doing the best that can be done given the unexpected unprecedented unbearable volume of rainfall that ondoy brought.

dost director graciano yumol was in the middle of a hardsell that typhoon ondoy was in many ways different from hurricane katrina.   among other things, he gave the impression that the ndcc was prepared for, having seen, that huge flood coming.    say niya, “…early in the afternoon we were already telling them to evacuate…”    at noong hurricane katrina daw, ang response time ng u.s. government was two days.   ang ndcc?    “first thing in the morning ndcc was on the scene.   that’s how quick ndcc responded…”

yeah, right.

3:45 p.m.  gibo was back for another presscon.   caught him saying that the news of ondoy coming was duly reported in the papers.   we were warned.   but of course daw there was no predicting so much rain pouring down steadily for hours on end.   on top of that, september has been a rainy month, 4 weather disturbances daw before ondoy, kaya saturated na ang lupa and could not absorb any more of the rainwater.

gibo should have gone on to talk about the dams, angat and ipo in bulacan, and la mesa in quezon city.   instead government has been avoiding the question and would have us believe that no water was released, the dams were not full from the same september rains.

Angat Dam nearing spill level

MALOLOS CITY, Philippines – Water elevation at the giant Angat Dam is about to reach its spilling level of 210 meters as rains continue in Central Luzon, and local officials fear that it might break if pressure mounts.

The Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) yesterday afternoon raised public storm warning signal no. 1 in nine provinces in northern Luzon with the arrival of tropical depression “Nando.”

. . . Records from the Provincial Disaster Management Office (PDMO) obtained by The STAR showed that water elevation at the Angat Dam climbed to 209.65 meters as of 8 a.m. yesterday.

Officials said the steady rise of water elevation at the giant water reservoir that supplies 97 percent of Metro Manila’s water requirements is caused by constant rainfall over the past weeks.

On Sept. 1, PDMO records showed that water elevation was only 204.89 meters.

High water elevation at the dam means enough water for Metro Manila but the continued rains might breach the dam’s spilling level that would require the release of water to ease pressure on the dikes.

In the past, the National Power Corp. (Napocor) managing the Angat Dam watershed usually released water from the dam through the Angat River when water elevation breached its spilling level of 210 meters.

Bulacan officials have demanded that the rehabilitation of the aging Angat Dam be prioritized over the proposed multibillion-dollar construction of Laiban Dam in Rizal.

Without repair, they said the 41-year-old Angat Dam poses danger to millions of residents of Bulacan and neighboring provinces, citing documents from the Metropolitan Waterworks and Sewerage System (MWSS) that the dam is sitting on a geological fault line and has already developed cracks.

No Cracks in Angat Dam

MANILA – The Angat Dam management assured the public that the dam does not have any cracks, dispelling the feared disaster that could happen if the dam crumbles.

During a survey of the Angat Dam in Bulacan on Sunday, local officials and the dam’s management showed some media members that the dam is safe.

The survey of the area, which took almost one hour, did not see signs that there is danger in the area.

“Sabi ng MWSS [Metropolitan Waterworks and Sewerage System]… normal na merong seepage… pero walang crack,” said Neri Amparo, regional director of the Office of Civil Defense-Region 3.

Authorities have also pointed at the seepage from which the water is released from the dam.

But the Angat Dam management maintained that the seepage is normal in dams that are made of earth and rockfill. They also believe that the dam will last long.

“Kaya pang tumagal nito ng 50 years, except kung magkaroon ng earthquake,” remarked Romualdo Beltran of the dam’s reservoir and management division, National Power Corp. (NPC).

Downplayed fears

On Saturday, the Sagip Sierra Madra Environmental Society expressed alarm that continuous rains could aggravate the reported seepage in the Angat Dam as a portion of the dam is located on the Marikina West Valley Fault Line.

The environmental group members feared the possibility of an earthquake that could cause the dam’s destruction and lead to a flashflood.

They noted that if the seepage expands, water will forcibly be released from the dam.

This could submerge 11 towns in water, namely Norzagaray, Angat, Bustos, San Rafael, Baliuag, Plaridel, Malolos, Calumpit, Paombong and Hagonoy in Bulacan, and Masantol in Pampanga.

In addition, the reported cracks in the dam pose a threat to the water supply in Metro Manila as 97 percent of its water supply comes from the dam.

The Angat Dam management, however, downplayed such fears.

NPC plant manager Rodolfo German said: “Matagal ng isyu yan… ginagawan nila ng dam remediation.”

“Nagkaroon ng 2 major earthquakes… wala kaming nakikitang signs na nag-deteriorate ang dam structure natin,” noted Jose Dorado, principal engineer from the MWSS.

Despite the continuous rains, the management said it is not yet time to release water from the dam because the water level is still safe. –

it rained all night and most of the next day.    all three dams must have been spilling water after all that rain.   by noon there may have been great fear that the structures (angat, at least) would give way under the immense pressure and release the water in one humongous wave.   infinitely safer to release the water little by little, sort of.   and so it happened.

The Bulacan Provincial Disaster Management Office (PDMO) reported the Angat dam commenced spilling operations at about 1 p.m. on Saturday with the initial opening of its radial gate, releasing one cubic meter of water every 30 minutes until total outflows reached 500 cubic meters per second.

The state media said reports from the Bulacan Provincial Disaster Management Office (PDMO) showed that hardest hit by the raging floods were the towns of Marilao, where waters rose to as high as 9 feet; Bustos, 7 feet, and Bocaue, 5 feet.

Gov. Joselito Mendoza of Bulacan said the flooding, the worst to hit the province since October 1978, was compounded by the release of water from the overflowing Angat dam and Ipo dam in Norzagaray town.

i have no idea, there are no similar reports, about how much later, or sooner, water was released from the ipo and the la mesa dams.   i suspect it all happened that saturday afternoon, around the time when the water started rising swiftly and inexorably, and reaching places never before touched by flood waters.

Magtangol “Magi” Gunigundo blamed the inefficient handling of the Metropolitan Manila Development Authority (MMDA), Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), local government units (LGUs) and officials of the La Mesa Dam for the worst flood that hit Metro Manila.

“The Metro Manila calamity was aggravated by poor coordination of MMDA, PAGASA, LGUs and La Mesa Dam authorities. No effective dissemination of information on rainfall, no warning by La Mesa Dam authorities on their decision to release impounded water. Delayed MMDA and LGUs response,” an irate Gunigundo said in an interview.

what were they thinking?    that all that additional water would drain directly out to the manila bay?   nakalimutan nila, o hindi nila alam, that rivers along the way are all silted up because of land erosion, thanks to deforestation, and esteros are all clogged up with nonbiodegradable plastic  trash, thanks to an mmda that’s apparently given up on the garbage problem?   no wonder kung saan-saan nakarating ang baha.

of course it’s quite possible that government officials just didn’t want to cause panic.   imagine the hysteria, and the horrendous traffic once people started evacuating.   but, hey, in such a crisis a good leader should have no trouble addressing the people, explaining the situation, allaying fears, offering advice, and mobilizing the media and the internet to assist and facilitate.

anc’s pia hontiveros is so right to ask, bakit walang warning?    maybe authorities were correct to release the water in controlled increments,  maybe it was the lesser evil.   but but but the public should have been seriously warned.   the people deserve to be given adequate information on matters that affect their lives so that they can make the right decisions, that is, whether to stay and brave the elements, in which case, walang sisihan!   or whether to go and seek higher ground while there’s time, with at least some possessions and their dignity intact.

meanwhile, let’s pray really hard that typhoon peping changes course.

a wonder

how does ABS-CBN do it? of course we know it’s a capialist enterprise, an empire almost, that has us all bound in its cultural products and basic services. but the way in which the News and Public Affairs arm has kept mostly quiet, save for its guard dogs and mouthpieces online who have poo-pooed the plagiarism charge of stuartsantiago, reeks of yabang and hubris.

because if their head Maria Ressa were smart, she would’ve already apologized about the plagiarism. because anyone who’s serious about writing absolutely anything would know that a paraphrase is STILL plagiarism unless its source is acknowledged with: “according to…”. because even if they have exactly the same sources that were used for Himagsikan sa EDSA, as kbc says in her comment over at stuartsantiago, there would still only be 1 chance in 1,000,000,000,000,000 (one quadrillian) that two people would use a sample of the 1,000 most common words of a language in exactly the same order, exactly the same way.

when i was teaching at the Ateneo and i’d catch plagiarized work, i would announce it to the class and give each student the chance to see me and admit that they had gone online and used information that isn’t theirs. no fail, if i caught two students plagiarizing, at least 10 would admit that they might have plagiarized.

MIGHT HAVE plagiarized.

in truth, ABS-CBN should’ve already apologized for the mere possibility that their creative team DID plagiarize. because otherwise, i watch their news and public affairs shows and i wonder: how much of what i hear is original? how much of what their reporters mouth are truly theirs?

and what is it that they teach viewers when they in a sense dismiss a plagiarism charge? what is it that they prove? that they are high and mighty? that they refuse to be corrected, refuse to admit faults?

this is no different from keeping Willie Revillame on the air, even when his crassness and kabastusan just go against everything they say the network stands for. it’s like saying: the buck stops with us. we have the power to decide. we might have committed a crime, but our voice will prevail. we are invincible.

well, as stuartsantiago will prove, not anymore.

plagiarism and karen davila

i say plagiarism, at the very least, is a shameful display of one’s inability to write. and think. my nanay speaks:

while it was great that upon cory’s death pinoy tv was swamped with docus that revisited her exalted place in philippine history, one docu, Laban ni Cory,  produced and aired many times by ABS-CBN 2 from august 2 onward, raised my ire and my eyebrows.

my ire because some of karen davila’s narrative spiels covering the period of the snap elections through to EDSA sounded oh so familiar, so very close to, if not my very own words in, Himagsikan sa EDSA — Walang Himala! and yet there was no attribution, as though karen davila herself researched and wrote the stuff (wow ang galing), something that took me all of twelve years, lol.

the docu’s closing credits list the writers and researchers.   i expect the researchers cited their sources of info, it’s part of the job, and  if so, who decided not to mention na lang these sources, the writers or the hosts?   na okay lang naman as long as magaling sila and they can write the material in their own words.   but even then, dapat ay mayroon pa ring acknowledgement sa dulo ang sources of information na hindi pa common knowledge.

kung hindi pala sila ganoong kagaling, dapat ay inamin nila by writing-in “ayon kay…  sa librong so-and-so….”    or maybe it was karen davila who couldn’t be bothered with “ayon sa’s”, akala niya ay makakalusot?   whatever, whoever, wittingly or un-, she committed plagiarism by lifting and appropriating my words for her own use without a by-your-leave or a thank-you,  how unprofessional, how dishonest, how disgraceful.

nakakataas ng kilay kasi it doesn’t take much time and effort to cite and acknowledge sources.   unless of course the idea is to give the impression that hosts and writers of ABS-CBN News & Current Affairs productions are all-knowing and sufficient unto themselves?

so, okay, now that i’ve vented, what next?    what do i expect?   well.   iniisip ko nga.   an apology?   too easy to shed crocodile tears.   credits on the docu?   rather too late, unless of course they have plans of selling dvds, in which case, okay, credits, and a share in the profits?

suggests a writer friend:  like a lawyer can be disbarred, a beauty queen forced to abdicate, ask for the head of the plagiarist in the form of dismissal or suspension.   or how about punishing the culprit by having her write a million times in longhand a very long mea culpa — the equivalent of 20 years of keyboarding chores or tendonitis.   oscar lopez could also buy the next edition of your book to give away to all libraries nationwide.

seeing yellow

last friday, along katipunan avenue, ugly pink MMDA street dividers had yellow ribbons. today, driving through The Fort, lampposts and trees adorned with the same. on GMA 7’s sunday noontime variety show earlier today, all artists had yellow ribbons and pins on their shirts, Judy Ann Santos was in a crazy yellow bustier.

the UAAP’s main game between U.P. and Ateneo this afternoon had all basketball players and coaches with yellow ribbons attached to their uniforms.

and as in 1983, when mama had a yellow ribbon tied to our car, i found myself tying a yellow ribbon on my car last friday. it was meant to disappear, which it surely did by late that evening. but it was also meant to fly with the winds of the University of Makati, where the car was parked the whole day, the only car that was yellowed.

my love for cory isn’t so much about what she did for country as president — my activist-self keeps me from appreciating her in that way. but her icon is replete with memories. (more…)
