What is the size of a controversy? And how is a story magnified, amplified, expanded at this time when anyone at all can manufacture digital noise, generate so much content that it will make it to our newsfeeds despite our algorithmic bubbles?

The Rodrigo Duterte presidency was a grand display of how government propagandists could make mountains out of molehills, be it about the purported achievements of their beloved president, or about his declared political enemies. We now know what it takes to keep any narrative going, where content is constantly and consistently generated to feed it, to repeat what is being said, until it starts moving on its own. Case in point: the criticism against the elite, the label of dilawan, the terrorista-komunista tag, and even, the label bobotante.

This, to me, is how we know for sure that even the worst, most baseless false narratives, when un-addressed and un-dealt with, can and will fester. To the point that there is no curing it—not with the truth, and certainly not with the tools that are familiar.

It was difficult not to be transfixed, watching pro-Duterte social media personalities in the TriComm hearing respond to questions about things they have said, posted online, screencaps and all.

It was much like that meme called expectation vs reality. The expectation was for a grand display of arrogance, a show of force, from people whose voices and faces inundate political social media algorithms with their brand of incendiary commentary. This expectation is not unfounded: they had already shown a united front by ignoring the first invitations to attend this same inquiry, and they had seemed to quite enjoy the mainstream attention, including the support of people like veteran journalist Vergel Santos who believed, as Duterte social media personalities did, that the invitation in and by itself was a violation of the right to free speech.

The reality though was this: faced with screencaps of the things they’ve said recently on current issues, and questioned about the truth these opinions carry, they were cut down to size. There were raised voices, pleading and whining, and then calm, quiet engagement—and agreement—with the heightened elderly macho emotions of the dominantly male Committee. Apologies, forced and otherwise, were made; fear and harassment were invoked; vlogger tears fell.

If there’s anything six years of Duterte taught us, it’s that a government can survive simply on propaganda, especially one that surprises the populace with its utter kabastusan, its impropriety, where soundbites are all mainstream and social media need to ensure that news cycles keep moving and that they keep and grow their audience.

Now, under a Marcos Jr. leadership, the Duterte propaganda machinery is still at its best, doing what it knows to do: get attention. They know that it doesn’t matter if it’s considered as “good” or “bad”—all that matters is that they take over newsfeeds across our platforms.

Here is where we realize that while algorithms dictate what we see on every platform, i.e., Facebook, X, Tiktok, YouTube, etc., when all those algorithms actually show the same thing, then someone did their jobs right.

And as far as one can tell, it’s the Dutertes that have the power to cross over the different platforms, with as little as a soundbite during an otherwise random ambush interview with the media.

But here’s the other thing with Duterte propaganda: it is relentless. It cares very little about those of us who are critical of that family, or who think them despicable. Certainly it cares little about delivering actual data and facts about what it was like living under that misogynist, sexist, violent leadership. In fact, what it does consistently now is to highlight how much better Duterte years were than the past two years under Marcos. It doesn’t matter that this is untrue in terms of basic human rights, vicious rhetoric, ethical governance, compassionate leadership. All that matters is that they are repeating at scale this propaganda that Duterte was the best, across various platforms.

So close to the SONA though, and now with the rift-made-public between the President and Vice President, it’s also become crystal clear that we are as much players in this two-player game even as we seem to be outside of it. (more…)

It’s been a year since the ABS-CBN leadership decided to sign off. This was probably it’s only power move throughout the four years that Duterte had vilified them every chance he got, even when he had Gina Lopez as DENR Secretary, and even when ABS had paid up whatever it owed in taxes, and returned the cash the President insisted they owed him for an advertisement that didn’t air during the 2016 presidential campaign. And yes, this was an important power move, considering that all of us were witness to how its main commentators tried their hardest to bite their tongues on live free radio, and how news coverage was less about delivering the news as it was also about making sure not to step on too many toes.

To be fair, this wasn’t just the state of ABS-CBN news and public affairs under Duterte, as it is the state of mainstream media that has the widest coverage across social classes. In a country where a majority are not reading anything written in English, and a majority of those online are on free data, it should be pretty clear by now that for all the hashtags we can get to trend, and all the “unities” we think we’re doing here, we are in an echo chamber like no other. And no, we’re not winning anything in these echo chambers.

Just like we couldn’t win the battle to keep ABS-CBN on air.

Of the many things we need to admit about the past four and half years under Duterte, it’s that he’s been killing it.

This government has of course also been killing people.

But that he has gotten away with it is because his propaganda machinery’s been killing it, too. How else to explain the fact that despite thousands of dead bodies, the militarization of the government, billions in unaccounted public funds, the stench of corruption growing stronger by the day, and an epic failure of a Covid-19 response, this government has stayed afloat?

We give credit where it is due, and that has to be the propaganda machinery that’s just been well-strategized, hard-at-work, uncompromising, and unstoppable.

And yes, we’re still talking about what we like to dismiss to be nothing more than troll discourse, brought on by a few high-profile propagandists and spread by troll farms, all paid for with probably taxpayers’ money. But this is not all that it’s about anymore. The 2019 elections proved how this propaganda is not something that can be dismissed, but also, neither can it be easily beaten.

In fact, going into the campaign for 2022, it’s become even more clear how this machinery is multilayered and complex, and unless we agree about what it is and how it works, then we will be delivering 2022 to Duterte-Marcos-GMA on a silver platter.
